TCLEA presents an engaging case study from the MN BCA Human Trafficking Investigators Task Force & Eagan Police Department:
In October 2023, Chinese national and sex trafficking victim Jianquin ZHANG was murdered at an Eagan hotel. What originally began as a sex trafficking investigation stemming from an overdose/medical call, quickly morphed into a much larger investigation when the M.E. called the next day to report “concerns” found during the autopsy. The M.E. ultimately ruled the case a homicide nearly 1.5 months later. Eagan PD had to overcome multiple hurdles to successfully investigate this case, including language barriers, multiple suspects (including both johns and pimps/traffickers), crime scene integrity, and the delay of initial homicide investigation.
Detectives with the MN BCA Human Trafficking Investigators Task Force initiated an investigation into a nationwide sex trafficking organization after the murder of the sex trafficking victim, ZHANG. The investigation identified a criminal organization that was operating in multiple states to include MN. Multiple suspects were identified as running this criminal organization based out of TX, GA and FL. Detectives partnered with Homeland Security Investigations and local agencies for arrests and search warrants. The evidence identified during this investigation is holding the suspects accountable for profiting and sex trafficking the murdered victim.
